When I had my first website built back in 2003 it cost me a little over $7500. It came with a CMS (Content Management System) and a shopping cart system.
Today I can have the same thing built for less than $3000. The reason for this is the advent of open-source content management systems and website templates.

Using a website template to build a website basically bypasses the need for a graphic designer to create a design from scratch. Instead, one design can be downloaded several times for a fraction of the cost. However, everybody who downloaded a copy of that template now have the same design.

Open-source CMS's like Wordpress, Joomla, Drupal and Magento allow you to have the full functionaility of a website for free. Many of these have thousands of members who continuously update and improve the software. There are also thousands of modules/plugins available which you can install to extend the functionality of your site.
Recommendation
I high suggest you look into using a open-source system for your next web project. My first recommendation for a very user-friendly CMS's is WordPress. It's incredibly simple to use and there is a lot of support and plugins available. If you're looking to start a e-commerce website then I highly suggest Magento.
